as soon as the written test and the basic stamina test are passed......can be registered as new referee

and starting from early 2000s, the hong kong referees newcomer as mostly under 30 and quite a portion are around 20

stop the play if needed.....caution the player ....restart with IDF at which the ball was stopped if stopped during ball in play or else restart accordingly
