7月1日已过，新球例又要开始施行了……近日搜索都未得，往年应该6月初就见到了，想来是FIFA改版忙忘了

……还好，今天，终于让我搜到了

新球例，名称就有不同：Laws of the Game 2007/2008，首次出现了跨年度的概念。
涉及规则修改的章节，包括第一章、第四章和第四官员章节。并无几多重要修订。

而从59页到130页，则将原来的《对裁判员、助理裁判员和第四官员附加指导》改成了新的“ADDITIONAL INSTRUCTIONS AND GUIDELINES FOR REFEREES”
按十七章内容，全部给予了指导解释，裁判员和助理裁判员两章还包含了跑位、哨音（如ahsir之前有公布的内容）等实用技术指导。……看着有些兴奋。

LAW 1 – THE FIELD OF PLAY
Decision 4
There should be no advertising of any kind on the ground within the
technical area or within one metre from the touchline. Further, no
advertising shall be allowed in the area between the goal line and the
goal nets.

LAW 4 – THE PLAYERS’ EQUIPMENT
Basic Equipment
The basic compulsory equipment of a player comprises the following
separate items:
--
• a jersey or shirt – if undergarments are worn, the colour of the
sleeve should be the same main colour as the sleeve of the jersey
or shirt.
• shorts – if undershorts are worn, they are of the same main colour
as the shorts
--
• stockings
• shinguards
• footwear

LAW 4 – THE PLAYERS’ EQUIPMENT
Decision 1
• Players must not reveal undershirts that contain slogans or advertising.
The basic compulsory equipment must not contain any
political, religious or personal statements.
• A player removing his jersey to reveal slogans or advertising will
be sanctioned by the competition organiser. The team of a player
whose basic compulsory equipment contains political, religious or
personal slogans or statements will be sanctioned by the competition
organiser or by FIFA.
--
• Jerseys must have sleeves.

THE FOURTH OFFICIAL

The fourth offi cial may be appointed under the competition rules
and offi ciates if any of the three match offi cials is unable to continue,
unless a reserve assistant referee is appointed. He assists the
referee at all times.
...
A reserve assistant referee may also be appointed under competition
rules. His only duty shall be to replace an assistant referee
who is unable to continue or to replace the fourth offi cial, as
required.

其實改變成現在的版面是更有利於裁判員對足球法例的學習。首先以往的規例問答部份改成附加指引的一部份是可以將以往被視為沒有正統地位的文字內容正規化。而新版本的附加指引本身有不身內容是由供裁判員使用的教材中轉移出來，因此將會為裁判員在場上執法時提供更為清晰的指示，也看出國際足協就加強推廣裁判教育上的進步。

剛看完新球例，附加的一節把大部份現時實際執法的技巧，與助理裁判員的合作都清楚列出。很多現時不一致的做法都加以指引及統一，有助將現時的執法變得一致！

据闻，本版规则的后半部分即指引内容，未经今年的理事会讨论（IFAB AGM），不知会有什么戏份上演？

有新指引，爭議會不會多呢？？所有裁判都按本子辦事啦！

每個裁判都有自己的風格，最特別就是沒有Q&A

上半場裁判員將一名甲隊球員驅逐離場，下半場時，這名已被驅逐離場的球員未經裁判員同意再次走進球場，並用手妨礙一個明顯入球，裁判員應如何處理？？

裁判員需要馬上再將該球員驅逐離場，並於事後將有關事件報告賽會。由於該球員是不具備球員身份（當時已因被驅逐出場需要離開比賽範圍的關係）因此我認為裁判員需於事發時皮球所在位置判一墜球。

我個人覺得這個的爭論點是該球員是否在驅逐後已經不屬於比賽範圍內的人，所以只可當成是 outside agent 來看了。
